There is a finite list of government offices that have been delegated as Original Classification Authorities, and they are responsible for what is being done in their name. I PRESUME they are keeping a list of classification approvals they have issued.
And document custodians DO check docs out to authorized customers and expect a return just like a normal library. They aren't passed around like samizdat.

I am not offended by the diversity. Perhaps I am wrong but I am somewhat familiar with what I think is the intended expression. Due to the spelling/punctuation, I suspected it was borrowed or misappropriated. I apologize if I was wrong.
This sucks, but let’s be honest, wingnuts don’t need fuel to relentlessly attack perhaps the most moderate Democratic potus in decades as a socialist madman. Let’s look on the bright side, this does provide the dichotomy between the response and handling of situations like this. I still don’t understand why Trump didn’t just agree to give everything back. Espionage? Really? Trump stole sensitive docs with intent to sell them or use in blackmail? Then refused to relinquish when he had no consequences? This all makes no sense. He’s just a miserable person.
