Does Manchin smoke? Because closing the room and keeping everyone at the table until an agreement can be reached is an effective tactic for all kinds of reasons.

As someone whos been on the receiving end of rants about "how we need an wall or the scary immigrants will lay waste to America like the mongols." I sympantize with Bidens reluctant to raise the cap and give Fox News more ammo for their "white Power Hour" segements. Still glad he did it through.

Reminds me of a story about a former governor of my state of birth, CT.

Seems the teachers in Greenwich were threatening to go on strike if they didn't get a raise. The governor got the leadership of both sides into a room, and told them something like this:

"Teachers, everyone knows you don't get paid enough. But you are already the highest-paid teachers in the country. Surely you can do with a more modest raise. Town government, you are one of the wealthiest communities in the country. Surely you can afford to give them a modest pay increase. In fact, I'm so sure that you can reach an agreement today, that I've ordered the state police to lock the doors of this room and let no one out - for any reason, including going to the bathroom - and including myself - until an agreement is signed."

The ink was dry on the new contract two hours later.

In fairness, there was some pretty fucked up shit happening in Central America in the 80's, most of which was our fault.
