What sucks is the government taking your music, that you labored over for many minutes, hours, days, and/or months, and using it to literally torture people. Or maybe not torture in the strict legal sense of the word, but it would totally suck if your music was blared for hours on end to, say, Gitmo prisoners, in order to intentionally cause them pain.

The US has made and continues to appropriate funds for annual payments to Cuba as compensation for the use of the base, but ever since the 1959 revolution the Cuban government has refused to accept them. Since the implementation of the 1903 treaty no Cuban government, including the present one, has ever attempted to reassert control over the base or demanded that the US withdraw from Guantanamo Bay.

Their little publicity stunt has been quite effective also, too because this story has totally dominated the press for weeks now. You can't go anywhere without being bombarded with wall-to-wall news coverage of the latest developments in Skinny Puppy's effort to collect royalties from the US government.
The legal fee issue is very relevant, because by far the greatest barrier to the release of the detainees is their inability to afford decent counsel.
