Coming into the EU is regulated though, refugees aren't treated very well here in Europe. They're not allowed to work until "processed", which effectively means for years. So they get bored and some of them lash out, causing public resistance to more refugee centres, causing more waiting time, causing more problems... loop ad nauseam.
And immigration is limited too, though that is different for each country, I think. It is only within the EU that travel is free.
