That's my prediction - that leaving the state to do something will be banned as a punishable crime. Eventually, when/if one side starts sliding into REAL third-world misery and squalor, states will become like countries - everyone has to stay where they were born. The "bad" states wouldn't want to lose their entire populations and the "good" states won't be interested in a stampede of refugees whining "we fucked up our way of life and now we want to consume your resources while we fix what's wrong with YOUR way of life."
