You're right that she should have her staff pay more attention to the visuals, but national-level politicos and major-league CEOs don't pay their own bills. It's actually a convention to make sure that their party doesn't neglect to pay because of the press of business.

Sadly, it's "same old same old". When I was a young commie, the phrase was "wouldn't it be nice if they paid for the schools and held bake sales to fund the wars" (actually they said "bombers" not "wars" but that word doesn't mean the same thing anymore)
