The U.S. military, and by extension, many American Legion and V.F.W. posts, require that hats (cover) be removed while indoors. As I understand it this is related to the way that knights of old would raise the visor on their armor to show that someone had peaceful intentions. (Or the way Jimmy Stewart or Cary Grant would raise their hat to a lady, way back when there were gentlemen around.) Removing your hat is also a bit analogous to shaking bare hands as an indication that nobody was brandishing a weapon. On most of the Air Force installations where I was stationed. you were required to wear your cover outdoors and required to remove it in indoors. And also at the Pentagon you didn't have to salute officers; there were just too many of them (and many very high ranking, of course) and you would have just spent all day saluting.
