This would be a law affecting how the House & Senate manage themselves, not a law that affects people at large. And it would affect only disclosure of information, not whether past actions would be punished. But because the people who participated in past investigations did so under the old rules, so yes, there's concern for the victims who may have assumed their identity would not be made public.

Short of credible witness or evidence, a great deal of this stuff is just nothing but he said she said. No matter the lurid detail or supposed credibility, believing the accuser and sanctioning punishment on that basis is, in the end, not good for anyone.
