Well, no--that's just the problem.
Ya see, there were two phases of the Civil War.
The Confederacy indeed lost the first, hot, phase (1861-65).
BUT, unfortunately for the USA, and indeed for the planet and all its inhabitants, the Southern oligarchy won the second, cold, phase (1865-77), because the Northern oligarchy had gotten what IT wanted--the Southern oligarchy compelled to remain in the Union and pay its debts, and the South to serve as a resource colony for Northern industry.
Once that was accomplished, the Northern oligarchs saw the Southern oligarchs as natural allies against uppity workers of all skin tones, so the Northern oligarchy allowed the Southern oligarchy to resume power over its own region.
The problem is in America racism got baked in. There was work to be done and the Native Americans kept dying or running away. Paying people to do the work was going to cost alot so dragging people across an ocean that were obviously different and couldn't run away was perfect. Taking advantage of tribal warfare in Africa meant that greedy people on both sides made money on the backs of the suffering of other people but the work got done.
The other day, a libertarian former colleague posted on FB about how reparations would be yet more government ordered theft (like taxes!!!1!1one! 😱).

He is, of course, against the inheritance tax too. It somehow doesn't occur to him that generations of structural racism is a far worse inheritance tax, only without a lower bound for when it kicks in, and imposed on those who can afford it least, not those who afford it most.
