One calls for cops and barricades to "keep things under control", the other calls for tear gas, armored vehicles, and rubber bullets.

My fantasy is that the local residents decide to be more civilzed than the cops have been. Sadly, my hopes on that score aren&#039;t very high either. (I wonder if the cops out there will get the word in advance... it&#039;ll be interesting to see if they make any moves in advance of the public announcement.)

Exactly. Grand juries indict 9 times out of 10 - they are rubber stamps for prosecutors. So in this case presumably the prosecutor signaled that he didn&#039;t want an indictment.
