The NYT story is hogwash. Quantitative fact checking should be done by someone with quantitative literacy. The BLS estimated employment for years before 1939, see e.g. Table 1 of https://www.bls.gov/opub/ml... The labor force in that era was on the order of 50-55 million, and though unemployment was volatile, there weren't any increases over 3 million. You could go back farther but Biden would still be right.
I didn't understand the sketch when it first came out. Then I moved to NYC and started working in telecom and realized that the ONLY people who could actually fix stuff were the West Indians in NYNEX. Then I started working with them as they took early retirement and started their 3rd or 4th careers. Then I really got to know a lot of West Indians/Caribbean descended folks and understood why Queens county is one of the few counties (and one of even fewer relatively wealthy counties) in the US where average Black incomes outpaced average white incomes.Hell, were America not racist West Indians would be the model minority, because America immediately figured they were American enough to fight our wars; we didn't do that with most other 'model minority' groups. (Many of those Caribbean guys who moved to the US to work in telecom in the 60s got drafted and sent to Vietnam, not a lot of Japanese or Chinese immigrants were drafted.)
