Roy Cooper has little room to maneuver given both branches of NC's legislature are controlled by republicans so he did as much as he could with the power of the executive. I think that Cooper's open opposition (and he was NC Attorney General when the law was passed) was part of the reason that in the face of the Trump roil and voter suppression (there's no gerrymandering of a gubernatorial race), he beat that feculent Pat McCrory. And that defeat is the reason that the petulant whoresons in the General Assembly are willing to let Cooper keep making progress (retaking lost ground, actually), because they want the issue to go away—quietly. So they posture and bluster, but (I hope) aren't going to try to torpedo this resolution.
This isn't a veto, though. Settlement of a court case. If the legislature intervenes (which they could do, rejecting the settlement), they'll lose in court. I'm pretty sure that they'd rather bluster and hold up their intransigence to their voters rather than take it to court and lose (the case is pretty certain to lose, as I understand it).

Again, you don't know what you're talking about. HB2 made NC more hostile than any other state to LGBT individuals. Gov Cooper repealed HB2, moving NC back up to average with the majority of states. Sure, you'd like to have laws as friendly as say California but going from worse off back up to average is going in the right direction. How you move forward from here and achieve CA style civil protections is to ELECT MORE DEMOCRATS, not by fucking them over for not moving fast enough for you.
You need a civics lesson to learn how government works, and it wouldn't hurt to read up on HB2 and HB142 while you're at it.
There was at one time a bar on the PDX waterfront that dated back to the days of wooden ships and iron men. It had a brass foot rail and underneath was a long patch of cement where a trough used to be. It seems in those days you could drink and piss without moving. I imagine the trough dumped directly into the Willamette.
