When I was a Peace Corps Volunteer in Lesotho, a small independent country surrounded by South Africa (opening scene in Black Panther was filmed there!) it was the bad old days of apartheid. Unfortunately the almost 500 years of white domination in RSA rubbed off on its neighboring countries. School girls would constantly query me about which one of them I thought was the cutest. I'd hem and haw and they'd chime in that it must be "Pinkie" the inevitable nick name of a light skinned girl. Even if she was not attractive, they were convinced she was. Skin lightening creams that were wickedly strong and actually blistered skin if left on too long were very popular.
Years later when I worked in the West Indies the same prejudice held. Our housekeeper, yes we had a housekeeper she came with the house, would rail at the gardener taunting him for "being so dark and ugly".
Racism is certainly rooted in the economic hierarchy, the Oaxacans in Mexico are much poorer than the gueros/gueras from the big cities so that's some of it. But it's just a sad situation that is going to take years to dissolve.
Working at a "small" 900 kid school in LA a young Latino man working as an aide commented that "Diana needs to drink a little more chocolate milk". Little 7-year old Diana (pronounced with the accent) was mocha-skinned with matching hair. Funny, but I was new there and I LOVED all the diversity I was experiencing. Whereas these guys have been there for years, and still can't get with the whole "tolerance" thing.
I'm sure I have too. But I'm also sure I've never used it to refer to a black child. And I do see the difference (even without th addition of tone of voice, which I can only imagine.)
