Balanced Budget suggestion: Each state gets no more then 110% of what they pay in to the Feds in "federal funding" and no less than 95%. You get what you give

Which governors and legislatures have required for at least 70 years that I know of. You don't want your kid to have a Covid vaccine, home school them or pay for a private school that does not care about their health.

Since when did governors have unlimited discretion on use if federal funds? The feds do not just mail out checks for $10 million and say have at it.
