I'm not much of a hand-shaker, but I do find that a smile and a friendly 'Good morning!' does amazing things to people. Well, not so much in the evening.

Too many comma's, hard to read, and, also, generally bad sentence structure.

I don't think you are stupid, just really bad at condensing a complex thought into a simple sentence.

Different counties have different rates, usually depends on the # of accidents in a county. At least, that's the big differentiaterr in Texas

Sorry, bias does not have to be founded in fear. Do MRAs fear women? No, they despise them and denigrate them but they do not fear them.

Bias is implicit in human reasoning because we all use assumptions held in common to make judgments on little evidence. This prejudgment helps us to react rapidly in many situations but can become dangerous when carried further.
