I was reading that these pipelines are 1.6" steel walls and encased in steel reinforced concrete, the blasts required were strong enough to show up on seismographs in Sweden. Governments aren't the only possibilities, there are a LOT of corporations and even really wealthy individuals who could build an underwater remotely operated vehicle capable of delivering sufficient payload to do that from one of the nearby islands. There are probably underwater versions of the steerable smart bombs that can be kicked off a passing ship. Hardhat divers would require support vessels parked overhead, so that's unlikely. A torpedo would have been heard en route. The charges could have been placed weeks to months ago, since the pipelines are only inspected yearly.
I seriously doubt that we'll ever know what really happened with any confidence.
