When I was in the 5th grade in Kingsville, TX, they would hold an assembly twice a year to beat, pants down, with a big belt, any student who had been caught speaking Spanish on campus. Then they would give awards to the kids that turned them in. My friend, Susan Naranjo, got whipped the most for refusing to call herself "Susan Naran-JOE.
