The report could have said "Holy crap, this guy is guilty as sin, Satan himself is listed as co-conspirator, Russia suddenly owns Alaska, someone used the Declaration of Independence to light a cigar, and we have his signed confession saying YEAH I DID IT." And the headline would still have said 'completely exonerated.' Reality is whatever they can get people to believe it is.
Give it two more days of airtime and it'll even be true, or close enough to make no real difference.
