The main point, roughly, is that the Gov. would not be able to buy the data from the companies, like they do now and would need to get a warrant. The spys don't want anything to do with warrants, that's why they are necessary, always.
FISA 702 is not mainly about the "ability to spy on Americans." The main point of it is collection of communications from non-US persons resident abroad. There are still legitimate concerns about this, because those activities can hoover up data of US persons, too. But the real big concern is in Europe, which has much stricter privacy laws than the U.S. They really, really do not like the NSA out there with a massive wiretap catching their conversations. Biden signed an executive order last year putting some checks on warrantless surveillance under this program, and the EU has responded by adding the U.S. to a list of countries deemed to have adequate privacy protections (which entails less legal burden when data transfers are made to there). However, this may not hold up in EU courts, and the U.S. could be back on their shit list again.
