Because the father in this case made some bad assumptions, he took actions he otherwise wouldn't have. It's not anyone else's fault. He was told the girls' group would not be reimbursed. He wanted to sell some items. And he left them unattended outside. Which makes it look like they were free.
The father screwed up. He's not a good business manager. That doesn't mean anyone owes him money. If he filed a lawsuit for damages, it would get laughed out of court.
Take off your anti-Trump hat, and put on your business law hat. Use those classes from your MBA program, and answer the question from the perspective of the law.
I would like to feel sympathetic, but these kids and their parents at least were, and may still be, Trump supporters. That Trump did what Trump always does to the little people should serve as a very real object lesson to all is supporters. That many of them probably believe that this sort of thing only happens to other people is rather classic. The poetic justice part of this is that if they help put him in the White House they'll be the only ones getting what they deserve and they're not gonna like it one bit. On the other hand the stupid is so strong in them that they may well thank him for screwing them over.

He has said many times that he always pays for quality. The times those people complained about not getting paid or paid in full, they delivered subquality work. You can't expect him to pay full price for that.
