So as recently as late August, Congressional leaders would not characterize anything they were doing as an impeachment inquiry, despite the reporting that the I-word was used in some subpoenas. The various committees were doing their futile best to investigate different matters under their respective charters. But not to call it the I word, oh no.

So this really is a major step forward.
